Serikbayeva Klara Aldiyarovna was born 23 July 1976 in the town of Satpayev in Karaganda region.
From 1983 to 1993 she studied at the secondary school №1 in Satpayev of Karaganda region.
From 1993-1998 she studied at the Zhezkazgan University named after academician O. A. Baikonurov, specialty «Economics and management at the enterprise», diploma with honors.
After graduating from Zhezkazgan University named after academician O. A. Baikonurov from 1999 to September 2000 she worked in the tax Committee of Zhezkazgan as a senior tax inspector of the sector of processing and information support; senior tax inspector of the sector of non-tax audit; senior tax inspector of the sector of tax audit of individual entrepreneurs.
In 2000, she was awarded the 16th qualification class for her work in the tax Committee.
From September 2000 to 2009 she worked at the Zhezkazgan University named after academician O. A. Baikonurov.
Since 2000 - assistant of the Department «Finance».
From 2001-2003 - senior lecturer of the Department «Finance».
On June 25, 2004 she defended her thesis on "Improvement of the system of taxation of land use and land ownership (on the example of the Central Kazakhstan region" in the specialty 08.00.10-"Finance, money circulation and credit"at the Kazakh economic University named After T. From 2006-2009 - head of the Department "Finance". In 2006 she was awarded the Honorary medal of Zhezkazgan University named after academician O. A. Baikonurov for her contribution to the formation and development of the education system.

By the decision of KKSON MES RK dated December 22, 2008, Protocol № 13 she was awarded the academic title of associate Professor in the specialty 08.00.00 - "Economics", certificate series DC № 0000852.
From August 2009 - August 2013 worked as head of the Department "Finance" of Almaty Academy of Economics and statistics.
By the decision of the Academic Council of the Almaty Academy of Economics and statistics dated September 16, 2011, Protocol No. 2 she was awarded the academic title of Professor of the AES, AA series diploma No. 083.
Serikbayeva K. A. prepared students of specialty 5B050900 - "Finance" of Almaty Academy of Economics and statistics for the IV Republican student subject Olympiad in economic specialties, which was held on March 14-15, 2012 at the Kazakh economic University named after T. Ryskulov. The students took 2nd place at the IV Republican student's subject Olympiad.
From October 2013 to may 2014 she worked at the Zhezkazgan University named after O. A. Baikonurov as an associate Professor of the Department «Economics».
