Alexander Petrovich Belyanov was born on November 17, 1963, in the Orenburg Region of the Russian Federation.
He holds higher education degrees in Law and Economics. He graduated from the Alma-Ata Specialized Secondary Police School of the USSR Ministry of Internal Affairs with a degree in Law Enforcement, the Alma-Ata Higher School of the Ministry of Internal Affairs of the Republic of Kazakhstan with a degree in Jurisprudence, and the Kazakhstan University of Engineering and Technology with a degree in Economics. In 2018, he obtained the state license to practice law as an Advocate of the Republic of Kazakhstan.
He began his professional career after completing his military service in the Soviet Army. For more than 40 years, he has devoted his professional career to public service, upholding the rule of law, promoting civil society, and supporting socially significant initiatives.
From 1984 to 1994, he served in the Internal Affairs bodies of the Republic of Kazakhstan. From 1994 to 1997, he served in the Financial Police of the Republic of Kazakhstan. In the following years, he held senior positions in both the public sector and private business.
In 2006–2007, he served as a Consultant in the Department for Monitoring Compliance with Civil Service Legislation and Combating Corruption of the Disciplinary Council of Almaty under the Agency of the Republic of Kazakhstan for Civil Service Affairs. From 2007 to 2008, he headed the State Legal Department of the Office of the Akim of Medeu District, Almaty.
Since 2008, he has served as President of Express AutoService, where he has established himself as an effective executive and organizer. Since 2024, he has been President of the Almaty Basketball Federation and is also a Founder of the National Basketball Federation of the Republic of Kazakhstan (QBF), actively contributing to the development of both grassroots and professional basketball in the country.
For many years, Alexander Petrovich has been actively engaged in public service. He was elected four times as a member of the Public Council of Almaty. Since 2014, he has served as Chairman of the Anti-Corruption Council under the Department of Justice of Almaty. Over the years, he has been a member of various interagency commissions and working groups on civil service reform, anti-corruption policy, improvement of public services, and the development of civil society institutions.
Since 2018, he has served as Vice President of the Kazakhstan Section of the International Police Association (IPA). He has actively participated in the country's public and political life and served as an authorized representative of Kassym-Jomart Kemeluly Tokayev during the 2022 Presidential Election of the Republic of Kazakhstan.
Sport occupies an important place in his life. Alexander Petrovich is a Master of Sport of the USSR, a bronze medalist of the USSR Ministry of Internal Affairs Championship in Automobile All-Around, a three-time champion of the Ministry of Internal Affairs of the Kazakh SSR in Automobile All-Around, and a multiple winner and medalist of various motor sport competitions.
For his many years of dedicated service, outstanding professionalism, active public engagement, and significant contribution to strengthening the rule of law, developing civil society institutions, and promoting sports, he has been awarded the Order of Qurmет (Order of Honor), the highest-class Medal of the Ministry of Justice of the Republic of Kazakhstan "For Contribution to the Development of the Justice System", the Gold Medal of the International Organization for Human Rights (Romania), as well as numerous state, departmental, and public awards.
Owing to his high professional competence, integrity, active civic position, and many years of distinguished service, Alexander Petrovich Belyanov has earned great respect among colleagues, representatives of public authorities, and the wider community, making a significant contribution to the development of the Republic of Kazakhstan.
By the Resolution of the Presidium dated June 29, 2026 (Protocol No. 7 of June 29, 2026), Alexander Petrovich Belyanov was elected a Full Member (Academician) of the International Academy of Informatization (MAIN).
