Autobiography

Alexander Petrovich Belyanov was born on November 17, 1963, in the Orenburg Region of the Russian Federation.

He holds higher education degrees in law and economics. He graduated from the Alma-Ata Special Secondary Police School of the Ministry of Internal Affairs of the USSR with a degree in Law Enforcement, the Alma-Ata Higher School of the Ministry of Internal Affairs of the Republic of Kazakhstan with a degree in Law, and the Kazakhstan Engineering and Technological University with a degree in Economics. In 2018, he obtained a state license to practice law in the Republic of Kazakhstan.

He began his professional career after completing military service in the Soviet Army. For more than 40 years, he has devoted his professional career to public service, ensuring the rule of law, developing civil society, and supporting socially significant initiatives.

From 1984 to 1994, he served in the internal affairs bodies of the Republic of Kazakhstan, and from 1994 to 1997, he served in the financial police of the Republic of Kazakhstan. In subsequent years, he held senior positions in both the public and private sectors of the economy.

In 2006–2007, he worked as a consultant in the Department for Monitoring Compliance with Civil Service Legislation and Combating Corruption of the Disciplinary Council of Almaty under the Agency of the Republic of Kazakhstan for Civil Service Affairs. In 2007–2008, he headed the State and Legal Department of the Office of the Akim of the Medeu District of Almaty.

Since 2008, he has served as President of Express AutoService, where he has established himself as an effective manager and skilled organizer.

Since 2024, he has served as President of the Almaty Basketball Federation and is also a founder of the National Basketball Federation of the Republic of Kazakhstan (QBF), actively contributing to the development of grassroots and professional sports in the country.

For many years, Alexander Petrovich has been actively engaged in public service and civic activities. He has been elected a member of the Public Council of Almaty four times. Since 2014, he has served as Chairman of the Council for Combating Corruption under the Department of Justice of Almaty. Over the years, he has served on various interdepartmental commissions and working groups addressing issues of civil service, anti-corruption efforts, improvement of the public services system, and development of civil society institutions.

Since 2018, he has served as Vice President of the Kazakhstan Section of the International Police Association (IPA). He has actively participated in the public and political life of the country and served as a trusted representative of Kassym-Jomart Kemelevich Tokayev during the 2022 presidential election in the Republic of Kazakhstan.

Since 2023, he has been a candidate for the Almaty City Maslikhat under the party list of the AMANAT party.

Sport occupies a significant place in Alexander Petrovich’s life. He is a Master of Sport of the USSR. Over the years, he became a champion of the USSR Ministry of Internal Affairs, won a bronze medal at the USSR Ministry of Internal Affairs Championship in automobile all-around, became a three-time champion of the Kazakh SSR Ministry of Internal Affairs in automobile all-around, and has been a multiple winner and medalist of various automobile sports competitions.

For many years of dedicated service, high professionalism, active civic engagement, and his contribution to strengthening the rule of law and developing civil society institutions and sports, he has been awarded the Order of Kurmet, the highest-degree medal of the Ministry of Justice of the Republic of Kazakhstan “For Contribution to the Development of the Justice Bodies System”, the Gold Medal of the International Human Rights Organization (Romania), as well as numerous state, departmental, and public awards.

Through his high professional standards, principled approach, active civic position, and many years of fruitful service, Alexander Petrovich Belyanov has earned a high reputation among colleagues, representatives of government bodies, and the public, making a significant contribution to the development of the Republic of Kazakhstan.
