Serzhan Muratovich Kaliyev was born on October 18, 1981, in the city of Taraz.
After graduating with honors from the Shokan Ualikhanov Secondary General Education School in the city of Karatau in 1998, he entered the Kazakh State Academy of Architecture and Civil Engineering in Almaty, which he graduated from in 2003 with higher technical education in specialty 4301 — “Industrial and Civil Construction,” qualification “Civil Engineer.” Diploma with honors, average grade — 5.0.
He began his professional career in 2003 as a Design Engineer in the Architectural and Design Workshop of OJSC “KUAT” Corporation.
In 2007, he began conducting research at Satbayev University as a postgraduate student and degree-seeking researcher in the field 05.23.04 — “Water Supply, Sewerage and Protection of Water Resources.”
In May 2012, he successfully defended his PhD thesis on “Improving the Reliability of Water-Regulating Structures in Agricultural Water Supply Systems.” In February 2013, he received a Diploma of Candidate of Technical Sciences.
