Evgeny Mikhailovich Gorbatovsky is a specialist in telecommunications, telecommunications infrastructure, procurement, logistics, and the management of telecommunications construction projects. He has been an Academician of the International Informatization Academy (IIA) since 2018.
He was born on August 19, 1953, in the Republic of Kazakhstan, Karaganda Region, in the settlement of Dzhezkazgan (Kengir).
In 1970, he graduated from Secondary School No. 2 in the settlement of Zhezkazgan. In the same year, he enrolled at the Karaganda Polytechnic Institute. Subsequently, under the inter-republican admission program of the Kazakh SSR, he was selected to continue his studies at the Novosibirsk Institute of Communications, from which he graduated in 1975.
He began his professional career in the telecommunications system of Dzhezkazgan Region. From 1975 to 1976, he worked as a Senior Engineer at the Operations and Technical Communications Center of the Dzhezkazgan Regional Communications Administration. From 1976 to 1979, he served as Head of the Telecommunications Service of the Dzhezkazgan Regional Communications Administration.
From 1979 to 1980, he worked as Chief Engineer of the Priozersk City Communications Center in Dzhezkazgan Region. From 1980 to 1988, he headed the Priozersk City Communications Center. During this period, he distinguished himself as an accomplished organizer, manager, and specialist capable of addressing complex challenges related to the development of urban telecommunications infrastructure.
From 1988 to 1991, he served as First Deputy Chairman of the Priozersk City Executive Committee and was elected a deputy of the Dzhezkazgan Regional Council of People's Deputies. His work during this period focused on municipal administration, coordination of public services, and the development of social infrastructure.
From 1991 to 1998, he served as Deputy Head of several procurement and logistics organizations within the Ministry of Communications of the Republic of Kazakhstan. This stage of his professional career focused on organizing material and technical supply, managing procurement and deliveries, and developing logistics processes within the telecommunications industry.
From 1998 to 2014, he served as General Director of the Telecom Komplekt Directorate of Kazakhtelecom JSC. In this position, he was responsible for supporting telecommunications projects, organizing equipment procurement and deliveries, developing infrastructure solutions, and improving the efficiency of the company’s operational and economic activities.
From 2014 to 2017, he served as Deputy General Director of the Construction Directorate of Kazakhtelecom JSC. His responsibilities included managing the construction and development of telecommunications infrastructure facilities, coordinating design and production processes, and ensuring the implementation of the company’s strategic objectives.
Evgeny Mikhailovich has also been actively involved in public and administrative activities. Over the years, he served as Secretary of the Komsomol City Committee of Priozersk, Deputy Secretary of the Priozersk Party Committee, and was elected a deputy of the Priozersk City Council of People's Deputies for three consecutive terms. He also served as a deputy of the Dzhezkazgan Regional Council of People's Deputies.
He possesses extensive experience in organizational, engineering, and managerial work in the telecommunications and communications sector. He is proficient in modern computer technologies, including Microsoft Office and Internet technologies, and is open to mastering new software products and digital solutions.
Evgeny Mikhailovich Gorbatovsky is characterized by strong professional qualities, including determination, excellent communication skills, leadership abilities, resilience under pressure, and a readiness to tackle complex and non-standard challenges.
