Tuzelbayev Yergali Oshpanbaevich, was born in the city of Alma-Ata, 1955. In 1962 went to secondary school No. 93, where studied until 1970, and then continued at school No. 22. After graduation, in 1972, entered the Karaganda Higher Police School of the USSR Ministry of Internal Affairs, successfully graduated in 1976 and was sent to further service in the Kalininsky District Department of Internal Affairs (ROVD) of the Almaty Internal Affairs Directorate (UVD), worked as an inspector, after a while a senior inspector of the criminal investigation department.
In 1980 was appointed a chief of ROVD staff, then was sent to the post of senior inspector of the Criminal Investigation Department at the Main Criminal Investigation Department of the Ministry of Internal Affairs of the Kazakh SSR, where worked until 1983.
Then I was transferred to the Karaganda Higher Police School of the USSR Ministry of Internal Affairs as the head of the main combat unit course.
Since 1987 till 1988 worked as a lecturer at the Department of Administrative Law and Administrative Activities of the Internal Affairs Directorate.
In 1988 entered the full-time postgraduate course of the All-Union Scientific Research Institute of the Ministry of Internal Affairs of the USSR, successfully graduated in 1991, defended thesis and received a PhD in Law.
Later was appointed as a senior lecturer of the Management and Psychology Department of the Karaganda Higher Police School of the Ministry of Internal Affairs of the Republic of Kazakhstan.
1992-1994 worked as the Chief Inspector of the Main Directorate Headquarters of the Ministry of Internal Affairs of the Republic of Kazakhstan, then in 1994, on the recommendation of the Ministry of Internal Affairs of the Republic of Kazakhstan, was sent to the Administration of the President of the Republic of Kazakhstan as a senior expert, then was appointed as a head of the law enforcement sector in the Secretariat of the Security Council of the Republic of Kazakhstan.
In 1997 was transferred to the Almaty fire-technical school of the Ministry of Internal Affairs of the Republic of Kazakhstan as the head of the faculty.
In 1998 was sent to a similar position at the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, where worked until 2001.
In the same year, I was appointed as a head of the educational institutions and professional training personnel work department of the Ministry of Internal Affairs of the Republic of Kazakhstan.
Then was the head of the Kostanay Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan.
In 2003 was transferred as the head of the Shymkent Law College of the Ministry of Internal Affairs of the Republic of Kazakhstan.
In 2005 successfully defended doctoral dissertation and received the degree - Doctor of Law.
In 2009, was appointed as a head of the Aktobe Law College of the Ministry of Internal Affairs of the Republic of Kazakhstan. In connection with the reorganization in 2010, was appointed as a head of the Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan and retired from this position in 2013 regarding the retirement age.
I have published over 110 scientific works, 2 textbooks (monographs) and over 10 teaching manuals.
Received thanks letters from the President of the Republic of Kazakhstan N.A. Nazarbayev.
