Autobiography
Balapan Darazha Nabikyzy was born on November 21, 1955 in the Aral region of the Kyzylorda region.
Specialty - lawyer, graduated from the Kazakh National University. Al-Farabi in 1978. Laureate in the nomination "Person of the Year" among lawyers of the republic.
During a continuous 39-year career in the legal field, she worked as a civil servant, lawyer and held the positions of head of legal services, director of departments, Executive Director in institutions of the National Company KazMunayGas.
In 1973-1974, during the organization of the first orchestra of folk instruments at the Kazakh National University named after Al-Farabi, she made a significant contribution to the organization and holding of cultural events that raised the prestige of the university, and also contributed to gaining first place in the republican amateur art competition. In 1975, she was a delegate to the International Association of Universities (UIA) in Moscow. 1976 became a prize-holder of the 1st republican amateur art competition of the Kazakh Soviet Socialist Republic, held in Shymkent and awarded a commemorative medal.
In 1978, in order to establish work in the legal field in a remote area where there was a shortage of specialists, at the suggestion of the Guryev Regional Council of People's Deputies, they organized the opening of a state notary office in the Kyzylkoga district. Having become a Public Notary of the first state notary office in the history of the district, along with honored citizens entered its Encyclopedia. She held seminars, took an active part in public work, the development of the political, spiritual, cultural spheres of the region. She was the secretary of the primary party organization of the prosecutor's office, a member and permanent lecturer of the Knowledge Society, organized the “Aq Bosaga” Women's Club and became the first President of the club.
During the leadership of the Legal Department in the “Guryevneftekhimstroy” trust, together with industry arbitration at the State Construction Committee, she took part in the preparation of Practical Training Manuals.
During the leadership of organizational and legal work in the Council of the Federation of Trade Unions of the Atyrau Region and the Atyrau Regional Committee of the Oil and Gas Construction Union, she was active in protecting the rights and interests of member organizations.
Since March 1, 1995 (from the date of entry into force of the Civil Code of the Republic of Kazakhstan), she headed the newly created legal service in the open JSC “Embamunaigas”. This period was the beginning of the formation of the regulatory framework of the republic and the legal support of reforms in a transitional economy after the creation of a sovereign state. The legal forms of the institution, which had several large components, which became the “Embaneft” Production Association, were brought into line with the newly adopted laws of a sovereign country. Participated in the conclusion of contracts with the competent authorities of the Republic in subsoil use for the fields of “Embamunaigas” Open Joint Stock Company (OJSC) and its protection. Each branch of “Embamunaigas” OJSC is created on the basis of the property of the branch, represented by legal entities - limited liability partnerships with a 100% stake. Adequately coped with all organizational issues, legal procedures entrusted in this direction, and as a result contributed to the development of the economy of society.
In difficult times of the first years of sovereignty, the Kazakh oil of the “Embaneft” Production Association was exchanged for various things in the countries of near and far abroad, and millions of unreturned funds were returned to the institution in various ways when creating barter. In 1995, together with law enforcement agencies, she contributed to the preparation of draft resolutions submitted to the Government for production needs in order to create an exchange of products (barter) exclusively with the manufacturer of the products. She led the process of legal registration of the creation of joint ventures.
She was directly involved in the Kenbai field development auction and carried out procedures in accordance with the requirements of the law.
She adequately led the Legal Department, departments of the organization, legal support of the JSC “Kaspiymunaigas Research and Design Institute”.
