           Utepkaliev  Serik  was  born  on  november 29, 1952  in  the  village  of  Utera, Dengiz  district, Guryev region, into  a  peasant  family. In  1961, he  entered  a  secondary  school  in  the  village  of  Uthera, and  in 1970  he  entered  the  school  name  F. Engels  in  the  village  of  Safonovka. He  graduated  from  high school  in  1970  and  entered  the  faculty  of  physics  and  mathematics  of  the  Guryev  pedagogical  institute. He graduated from a higher educational institution in 1974 with honors in the specialty "Teacher of Mathematics". He  received  his  professional  education  at  the  institute  as  the  owner  of  the  "Spedia  named  after  Lenin".

Утепқалиев  Серік  Утепқалиұлы, 29  қараша  1952 жылы, Гурьев  облысы, Теңіз  ауданы, Утера ауылында  (облысында, ауданында, ауылында), қолхозшы  отбасында  дүниеге келді. 1961 жылы  Утера  ауылындағыорта  мектепке  түсіп, 1970  жылы  Сафон  ауылындағы  Ф.Энгельс. орта  мектепті  бітіріп, 1970 жылы Гурьев  педагогикалық  институтының  физика-математика факультетіне  күндізгі бөлімге  түсті. Жоғарғы  оқу  орынын  1974  жылы  «Математика  мұғалімі»  мамандығы  бойынша  үздік  дипломмен  бітіріп  шықты. Ол  институтта  «Лениндік  степендия»  иегері  болып  кәсіби  білім  алды.
